Under the Treaty of Neah Bay, the Makah Indian Tribe reserved the right to hunt whales. In the past decade, controversy has surrounded the Tribe’s efforts to exercise this treaty right. Tribal advocates and environmental activists have drawn battle lines over an issue that pits treaty rights and tribal sovereignty against animal rights and environmentalism.
